“The “Filthy Five”:

In the first half of 2024, the following owners of residential properties in New Bedford have received the most fines for trash and cleanliness violations:

• Ronald Oliveira of Acushnet, who has received 32 violations at 15 different properties under eight different legal entities.
• Jeff Sacks of Boston, primary owner of Harbor View Towers Developers LLC of New York, who has received 14 violations.
• Carlton Neves of Acushnet, who has received 12 violations at three different properties under four different legal entities
• Julia Sullivan of East Freetown, primary owner of MEMCO Construction of Halifax, who has received 10 violations.
• Kyle F. Seyboth of Seekonk, president of Elevator Properties in East Providence, who has received seven violations.

While the vast majority of landlords in New Bedford maintain and care for their properties, the City will continue to hold irresponsible absentee landlords accountable for letting their properties turn into neighborhood blights.”-City of New Bedford.
